On June 28, 2012, Ontario Infrastructure and Lands Corporation signed a contract with PCL Aquatics Centre 2012 Ltd. to design, build and finance the Pan American Games Aquatics Centre, Field House and Canadian Sport Institute Ontario (CSIO) Facility. The value of the contract is approximately C$158.8 million. The stakeholders of the project and the facility include the Toronto Organizing Committee for the Pan American Games and the Parapan American Games, the Canadian Sport Centre of Ontario and the facility's owners, the City of Toronto and the University of Toronto Scarborough.

The new facility will include gymnasia, multi-purpose program areas, fitness and training facilities, a training pool, a competition pool and a diving pool. The facility will serve as a high-performance competition and training centre for aquatics, fencing, volleyball, and other events during the 2015 Pan American Games and the 2015 Parapan American games. After the games, the facility will continue to serve communities of the City of Toronto, the University of Toronto Scarborough and the Canadian Sports Institute for Ontario as a multi-purpose athletic facility. It is anticipated that construction of the facility will largely be completed by Summer 2014, with follow-up construction to take place after the completion of the games in 2015.
