On February 13, 2019, Finance Minister Robert C. McLeod announced that the Government of the Northwest Territories has signed an agreement with North Star Infrastructure ("NSI") to design, build, finance, operate and maintain the Tlicho All-Season Road. The project involves the construction of a 97-kilometre two-lane gravel road to provide all-weather access from Highway 3 west of Yellowknife to the community of Whatì, and will represent a major milestone in improving transportation to all residents of the Northwest Territories.

The Project includes unique local and First Nations involvement, as NSI is a consortium that consist of Kiewit Canada Development Corp. and the Tlicho Government (as 20% equity provider); which together with Design-Build partners Peter Kiewit Sons ULC, Hatch Corporation, and Thurber Engineering Ltd. will finance, design, construct, operate and maintain the Tlicho All-Season Road.

McCarthy Tétrault LLP advised the lenders to NSI with a team led by Linda Brown that included Liezl Behm and Ailbish Skinner.
