On November 18, 2005, in Southport, Manitoba, the Government of Canada, represented by the Minister of Public Works and Government Services, announced the award of the Contracted Flying Training and Support (CFTS) contract to the Allied Wings consortium led by Kelowna Flightcraft Ltd. (Kelowna Flightcraft) and encompassing Atlantis Systems International Inc., Black & McDonald Ltd., Canadian Base Operators Inc. and Canadian Helicopters Limited as principal subcontractors. The contract is one of the largest public outsourcing deals in Canada, with a total value of C$137.5 million.
