Elena Sophie Drouin is an associate in the firm’s Business Group and Transportation & Logistics Group, in Québec City. As part of her practice, she assists clients on a range of regulatory, compliance and government-relation matters, including in the fields of motor and rail transportation, energy, infrastructure and public tenders. She also maintains a general practice in several industries and areas of business law, which includes mergers and acquisitions, transactional and corporate services.
Within her regulatory practice, Elena notably assists clients with a suite of transportation, logistics and regulatory services; including obtaining and renewing operating permits and licences (ex. NIR/CVOR/NSC/IRP/IFTA), responding to regulatory enforcement notices and actions, guiding clients with meeting public tendering requirements, advising on accessibility, manufacturing and building norms compliance, and providing support for civil, administrative, penal and criminal proceedings involving regulatory issues. She can also support clients with issues relating to transportation of dangerous goods, federal rail regulations, and assessing constitutional limits on provincial powers and federal powers that can affect clients’ businesses.
A selection of Elena’s experience includes:
- Advising clients on land use and regulatory issues, zoning, government and agency notice requirements, permitting, rail infrastructure development and maintenance, and other issues relating to government and stakeholders’ approval processes.
- Supporting motor dealerships, motor vehicle operators and motor vehicle manufacturing companies in dealing with local and regulatory authorities (OMVIC, SAAQ, CTQ, VSABC, AMVIC) and Transport Canada regarding compliance requirements.
- Assisting renewable energy development companies in relation to preparing public tenders and planning & negotiating joint ventures with local proponents in relation to project development.
- Supporting negotiations for transportation, warehousing and logistics services agreements.
Elena holds BCL/JD degrees from McGill University’s Faculty of Law. During her studies, she received the Stephen A. Scott in Constitutional Law and the Gary Naschen Prizes, served as Editor-in-Chief of the McGill Law Journal, and completed a student clerkship at the Superior Court of Québec. Elena holds a B.A. in Economics and Political Science from Université Laval, with coursework completed at King’s College London.
Elena was called to the Quebec bar in 2021. She is a member of the Quebec Bar, Canadian Bar Association, and Canadian Transportation Law Association.
