Debra Finlay is a partner in our Business Law Group in Vancouver. Her practice is primarily focused in the areas of private company mergers and acquisitions, corporate and commercial law.
Debra has significant experience negotiating and settling complex commercial transactions in various areas of business law including the following industries: energy, chemical, manufacturing, agrifood/agribusiness and technology. In particular, she has acted as lead counsel on several complex outsourcing transactions including business process and technology outsourcings, and the related competitive procurement process, for both public sector and private sector clients.
Debra also has experience with project development work for domestic and international clients in the energy (conventional, upstream and LNG), marine terminalling, transmission and forestry sectors. In connection with such project development work, Debra has provided advice on commercial arrangements with First Nations including drafting and settling commercial agreements with First Nations.
Debra is recognized in the Canadian Legal Lexpert Directory in the areas of corporate mid-market, computer & IT law, corporate commercial law, technology transactions and private equity. She is also listed in the current edition of Best Lawyers in Canada in the areas of franchise law, IT law, privacy and data security, public procurement, and technology law.
Debra joined the firm in April, 2014. She received a BA from the University of Calgary in 1988 and her LLB from the University of Calgary in 1992. She was called to the Alberta bar in 1993 and the British Columbia bar in 1994.
